Businesses, Organizations and Municipalities Encouraged to Apply for Project Funding through CFA

JAMESTOWN, N.Y.:--The Chautauqua County Department of Planning and Development encourages interested businesses, organizations, and municipalities to apply for grant funding for their economic and community development projects through this year’s New York State Consolidated Funding Application (CFA). 

In late April, New York State Governor Andrew Cuomo launched Round IX of the Regional Economic Development Council (REDC) initiative. The REDC initiative was first established in 2011 and it created 10 regional councils across the state to develop long-term strategic plans for economic growth in their regions. 

This year’s competition will award more than $750 million in state economic development resources. This includes $150 million in capital grants from Empire State Development and over $525 million in CFA funds from various state agencies. 

“Nearly 50 applications were submitted last year from Chautauqua County, and we would like to see even more submissions this year,” said Mark Geise, Deputy County Executive for Economic Development. “We encourage agencies to apply so we can further strengthen and promote Chautauqua County as a great place to live, work, play, do business, and raise a family.” 

The Consolidated Funding Application allows applicants to submit applications to access grant funding from over 30 programs available from 10 state agencies. Eligible applicants include for-profit businesses, not-for-profit corporations, business improvement districts, local development corporations, economic development organizations, research and academic institutions, municipalities, counties, regional planning councils, tourist attractions and community facilities.

Submitted projects should align with the Western New York Regional Economic Development Council’s regional strategic plan, “A Strategy for Prosperity in Western New York.” This plan strives to improve economic and community development in Allegany, Cattaraugus, Chautauqua, Erie, and Niagara Counties by improving job readiness, smart growth, and entrepreneurship. It also targets continued growth and opportunities in the advanced manufacturing, agriculture, bi-national logistics, energy, health and life sciences, higher education, professional services and tourism industry sectors.  

Eligible CFA projects include those that intend to:

•    create or retain jobs; 

•    prevent, reduce or eliminate unemployment and underemployment through education and workforce development; 

•    increase business or economic activity in a community or region; 

•    strengthen tourism and attract visitors to special events, festivals, historical sites and museums; 

•    enrich the community through arts and cultural activities; 

•     provide safe, affordable housing; 

•    address local public infrastructure and public facilities issues; 

•    develop and improve parks, historical properties and heritages areas; 

•    improve water quality; 

•    revitalize waterfront areas; 

•    improve energy efficiencies; 

•    foster shared services through local government reorganization, consolidation or shared services projects; or

•    transform brownfields from liabilities to community assets.

The CFA opened to applicants on May 1. All applications must be submitted online and are due by July 26, 2019 at 4 p.m. 

Once a CFA is submitted, it will be reviewed and ranked by the Western New York Regional Economic Development Council based on how it relates to implementing its strategic plan and then the application will be reviewed by the agency that administers the program. 

“During the last CFA process, Chautauqua County received over $6.1 million in funding for 22 projects across the county,” said Chautauqua County Executive George Borrello. “We encourage and would like to assist interested businesses, municipalities and not-for profits to apply in order to obtain state funding for their economic development and community development projects. In addition, Chautauqua County had four priority projects out of the ten selected region-wide, which demonstrates that Chautauqua County is on the State’s radar.”

To help interested applicants learn more about the CFA process, the local REDC will be holding CFA Workshops across Western New York.  Workshops will be held on:

•    May 9, 2019 from 1:30 to 4 p.m. at SUNY Fredonia, Williams Center, 280 Central Ave. in Fredonia, N.Y.;

•    May 21, 2019 from 11 a.m. to 12:30 p.m. at Allegany County Industrial Development Agency, Crossroads Center, 6087 Route 19N, Suite 100, in Belmont, N.Y.; 

•    May 29, 2019 from 1:30 to 3 p.m. at Holiday Valley Resort, Main Lodge, Fairway Room, 6557 Holiday Valley Rd. in Ellicottville, N.Y.;

•    June 6, 2019 from 10:30 a.m. to noon at Conference Center Niagara Falls, Governor’s Room, 101 Old Falls St. in Niagara Falls, N.Y.; and

•    June 13, 2019 from 1:30 to 4 p.m. at Buffalo State College, Bulger Communications Center, 1300 Elmwood Ave. in Buffalo, N.Y. 

Each workshop will provide a condensed overview of the New York State Consolidated Funding Application process, available funding programs, and the components of a successful funding application.
